In the movie he's having flash backs and a kind of montage of moments in his head - in the game we actually transition from those flash back moments into gameplay, so you're actually playing a flash back segment of events from World War II, where Captain America and Bucky Barnes, with the help of the Howling Commandos, are fighting Red Skull and Arnim Zola.
